Abrasive Wheels/Cutting Discs- Safe Use and Mounting

This Course Standard has been developed to provide learners with the knowledge, practical skills and operational competence required to safely select, inspect, mount, handle and operate abrasive wheels and cutting discs within workplace environments. The programme supports employers, operators and organisations in meeting legal responsibilities relating to the safe use of work equipment and reducing the significant risks associated with abrasive wheel failure, incorrect mounting, unsuitable equipment selection, poor operational practice and inadequate supervision. The standard is suitable for learners involved in grinding, cutting, preparation, fabrication, maintenance, construction, engineering, agricultural, forestry, land-based and industrial operations where abrasive wheel equipment or cutting discs are used as part of routine workplace activities. The programme reflects current industry practice and supports safe operational performance in accordance with relevant legislation including but not limited to: 1. Health and Safety at Work etc. Act 1974, 2. Provision and Use of Work Equipment Regulations 1998 (PUWER), 3. Management of Health and Safety at Work Regulations 1999, 4. Personal Protective Equipment at Work Regulations 1992 (as amended by the Personal Protective Equipment at Work (Amendment) Regulations 2022). 5. Control of Substances Hazardous to Health Regulations 2002 (COSHH), 6. Electricity at Work Regulations 1989, 7. Manual Handling Operations Regulations 1992, 8. Control of Noise at Work Regulations 2005, 9. Control of Vibration at Work Regulations 2005. This Course Standard should be read alongside HSE guidance HSG17 Safety in the Use of Abrasive Wheels (3rd edition, revised in line with PUWER 1998). HSG17 sets the benchmark for PUWER compliance for abrasive wheel operations and is the first document HSE investigators refer to following an incident. Delivery and assessment must reflect the requirements of HSG17 in addition to the legislation listed above. The Course Standard also aligns with relevant National Occupational Standards (NOS), including but not limited to: 1. Maintaining health, safety and welfare within the workplace, 2. Preparing and using hand-held power tools and abrasive wheel equipment, 3. Carrying out equipment inspection and maintenance activities, 4. Applying safe systems of work within operational environments, 5. Communicating and responding to workplace hazards and operational issues.
